The people’s governments of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the State Planning, the Development and Reform Commission of Xinjiang Production and Construction Corps, Economic and Trade Commissions, CE-related pilot projects:
Approved by the State Council of the People’s Republic of China, the First China International Cyclic Economy Expo 2008 (CICEXpo) will be held in October, 2008 in Qingdao City. It is sponsored by the National Development and Reform Commission of the People’s Republic of China, Ministry of Environmental Protection of the People’s Republic of China, Ministry of Housing and Urban-rural Development of the People’s Republic of China, Ministry of Agriculture of the People’s Republic of China, Ministry of Commerce of the People’s Republic of China, State-owned Assets Supervision and Administration Commission of the State Council, China Council for the Promotion of International Trade, and Qingdao Municipal People’s Government. It is organized by China Association of Small and Medium Enterprises, and Qingdao Municipal Development and Reform Commission. To facilitate the CICExpo, you are hereby notified of the following issues:
I. Purpose and Significance of CICExpo
The CICExpo will implement the scientific concept of the development and the Opinions of the State Council on Boosting the Cyclic Economy (No. 22(2005) of the State Council), according to the guideline of the 17th National Congress of CPC. The CICExpo is committed to enhancing the concept and social influence of cyclic economy, to promote and apply the technologies and equipment that are energy-saving, resource-saving and environment-friendly. A platform of CE technologies and equipment will be set up at CICExpo to boost the matching making between CE projects and potential capital, as well as to showcase the achievements of the national CE pilot projects, so as to develop an awareness and voluntary action on cyclic economy while building a resource-saving and environment-friendly society.
II. Scope of Expo
Technologies, equipment and products on saving energy, water, materials and land resources; on utilizing waste water, waste residue and waste gas; on developing new sources of energy from wind power, solar power, hydropower, ocean energy and bio-energy; on recycling and utilizing the renewable resources in environment protection industries. Achievements and cases of the national CE pilot projects in urban development, planning of industrial parks and some key industries, as well as in technologies and equipment of energy-saving, emission reduction and resource-recycling. Technologies, equipment and researches of the overseas counterparts in energy-saving, environmental protection, new sources of energy and reuse of resources, CE application to daily life.

III. Specific Requirement:
1. All the related parties stated above shall spare no effort in preparation and organization of the pilot projects in your jurisdictions. The first and second group of the national pilot projects shall make due contribution to the CICExpo (The pilot projects affected by Wenchuan Earthquake are not subject to this requirement).
