On May 6th, 2008, the first meeting of the Organizing Committee of CICEXpo was held in Beijing, signifying a start for the Expo’s preparation. Aimed at building a state-level platform for cyclic economy and an influential brand expo, the meeting discussed and approved the Expo constitution and general working principles; as well as specified the task and requirements during the Expo.

Xie Zhenhua, Vice Chairman of the State Development and Reform Commission and Director the Organizing Committee of CICEXpo, pointed out in his speech:　To develop cyclic economy is the key and an important approach to implement the scientific concept of the development, transform the mode of economic development, so as to effectively ease the restraint and contradiction in environment and resources, and promote energy-saving and emission reduction campaign. To build a society featuring resource-saving and environmental friendliness, we shall follow the instructions of the Seventeenth National Congress of the Communist Party of China, namely to achieve scale effect in cyclic economy, and step up the efforts to adopt more effective policies and incentives to promote the development of cyclic economy. And it is also necessary to create an encouraging environment and foster a public consciousness for the cyclic economy. A large-scale, influential Expo could enhance the concept and the social impact of the cyclic economy, while providing an information exchange platform for the enterprises from home and abroad. Xie also stressed that the related departments should form a cooperation mechanism to fully support the development of cyclic economy and lay a solid foundation for the sustainable mechanism of the CICExpo.

Xia Geng, Mayor of Qingdao Municipal Government and Executive Vice Director of the Organizing Committee of CICEXpo delivered a speech on behalf of Qingdao City. After introducing Qingdao’s achievements in cyclic economy, he said Qingdao is committed to taking the CICExpo as a chance to better implement the CE-related policies by achieving technological innovation, energy-saving, emission reduction, environmental protection and effective use of land, so as to make Qingdao a leading city in cyclic economy nationwide. Qingdao will make all-out efforts to make CICEXpo a great success, together with the Olympic Sailing Competition and the Disabled Olympic Regatta, after gaining sufficient experience in holding the Third Asian Cooperation Dialogue Foreign Ministers Meeting, KMEpower, APEC Technological Expo for Small and Medium Enterprises.

The representatives of the related ministries and departments present at the meeting vowed to support CICEXpo and made constructive proposals.
